I was searching for the same answer here when I came across your thread. We spent the better part of the morning experimenting with this and couldn't make anything function properly. We tried viewing pages and then pulling the code into Dreamweaver and editing the links, we tried editing each link by right clicking on the elements in the design window and selecting 'edit source'. It seems that no matter what you do to a landing page created in the WYSIWYG editor you cannot change the link attributes without corrupting the tracking. The pages edited using the methods I mentioned functioned properly and links opened in new tabs but the tracking scripts were broken.
I wish I had a more uplifting answer, but I think it is that if you want this kind of functionality, you'd need to build the landing page html and then upload it into Eloqua. After that you can manage links and add tracking to them.
