If you have a checkbox in HTML the value it passes by default is "on" for checked and nothing when not checked. You can set a different value on the checkbox like "1" or "true", etc., unchecked will still be a blank value. For your blind submit, it's most likely you would want to pass the value "on", but as Melissa said the Eloqua value for checked for the field might be set to something else and you probably want to use that value to be consistent.
