How to create SMS apps in eloqua

Hi,

        I am new to CRM and Eloqua domain. I need to send SMS to all the eloqua contacts, but currently there is no SMS segments in Eloqua instance. At the same time i have a third party sms code (JAVA code). Can we create apps using java code? and I couldn't understand the article " Write Apps for Eloqua's AppCloud " . Can any one provide step by step guide for create apps in eloqua?.
