You mention mobile layout and responsive layout as the same thing. So to clarify, I'm going to assume you are referring to responsive design/layout (which would render desktop, tablet, or mobile depending on the device used to view and the breaking points you set). If I am wrong and you are simply just referring to a mobile layout by itself, I would think this would be feasible simply by setting appropriate containing widths. As for responsive emails, I hand code my emails for responsive design and there are just so many variables that need to be accounted for and combined for appropriate cross platform/browser compatibility. I just can't fathom how a WYSIWYG editor could account for this, nor how it could accurately predict the desired layout as it collapses in widths. I have however seen some responsive templates floating around places like Litmus, and possibly even Eloqua, however without proper knowledge of HTML you would be confined to their layout, though I would think you would have the abilities to alter things like colors, fonts, etc.
